Actually there is the confusion. Art is a private (personal)  
activity.  Engaging in art, experiencing art, viewing art is also a  
private (personal) experience.  If art is put on display in public,  
the display method (venue, context etc..) may be called public but the  
art experience itself is different for each individual.   Culture on  
the other hand is a category. It is all the artefacts and actions of a  
society that, shape and define that society. Art is a part of  
culture.   Culture when it come to the notion of Public is another odd  
disjunction .  For example you can have a public culture and a private  
culture.

There is always a problem when one tries to define art in large  
sociological terms. art is it's own category.
