One big difference between New York and New Orleans is that as soon as the buses started rolling yesterday the city made them fare-free until next week.  They want to make it easy for people to move if they need to.

In New Orleans, as I remember, people caught by the storm could not move around freely once the storm passed.  In New York City, they can move freely in every sense of the word.
